Kimberley Process certificates — when you need one and how to get it right

The Kimberley Process Certification Scheme (KPCS) applies to rough diamonds only, under HS codes 7102.10, 7102.21, and 7102.31. Every cross-border shipment of rough diamonds must travel with a valid KP certificate issued by the exporting participant, must be shipped in a tamper-resistant container, and may only move between KP participant countries.
Polished diamonds do not need a KP certificate. However, buyers increasingly expect the World Diamond Council System of Warranties statement on every invoice, including invoices for polished diamonds. The Kimberley Process addresses conflict financing by rebel movements. It does not, by itself, satisfy newer Russia-sanctions origin requirements.

- Export permit from the relevant national KP authority
